Responsibility for Change: The United Nations proposes extensive reform

UN Secretary -General Antonio Gutresh, under the UN 80 initiative, presented a proposal to make this world organization more efficient, well -organized and impressive.

The request or instructions for the steps issued by the UN Mahasabha, Protection Council and the Economic and Social Council are called mandate, which is a kind of responsibility. Their numbers have increased a lot since 1945.

Today, there are more than 3,000 mandats active, which is active in completing about 5 inter -government organizations. Overall, more than 27 thousand meetings are needed every year, and a content of about 2,300 pages is made every year. The estimated annual expenditure on all of this is $ 36 million.

A challenge increases its size

The same mandate directed the United Nations effectiveness in more than 5 countries and regions, with responsibility from peace to humanitarian assistance and development. However, many of these mandates, old or similar work, are included in many orders. Because of this, the complexity of these orders is increasing.

Since 2021, the average number of the Mahasabha proposal has increased by 55 percent, while the Protection Council proposals are now three times longer than 30 years ago.

General Secretary Antonio Gutresh told Mahasabha in a speech on Friday, “Let’s face information we cannot expect more impressive results without adequate resources. If we reduce our skills so much, instead of results, we will take risk to get involved”.

Lack of coordination also increases stress and increases. Many UN institutions, in order to equate different programs and budgets, quote equal order, which increases repeat and reduces its impact. There is no provision for review or completion of more than 85 percent of the mandate.

UN 80 Initiative: A systematic method

The Mandate Implementation Review Report published on July 5 is part of the UN 80 initiative of the General Secretary. It is an attempt to modernize the United Nations effectiveness, which has been working for many years.

UN Chief Antonio Gutresh told the Mahasabha, “Let me make it clear: Mandate is the job of Member States. These orders express your desire. And they are only the property and responsibilities of the member states.”

He also said, “This report respects that section. It focuses on how we apply the orders prescribed by you.”

Compulsory – from creation to implementation

This report suggests to keep the digital mandate register, to repeat the work and remove complications, so that it is easy to keep information about the mandate applied by different companies.

The report also encourages small and clear proposals with realistic resource requirements.

Many UN orders also agree with the Security Council. All mandate member states start and the UN Secretariat works to implement them.

Call from Member States

In the end, the UN general secretary emphasized that the next step should be accepted by the member states. “You have to decide on the way to move forward. My responsibility is the Secretariat, to ensure that you are providing the skills and information you need for the job.”

This report has invited to consider a timely inter-government process to advance the proposals to the member states and confirmed that this effort was successful in places where previous efforts have declined.

According to the report, the results will be more clever, consistent and dominant UN, which will be able to handle the program better and provide better services.
