According to media reports, thousands of displaced Palestinians were living in this camp in Khan Yunis. At least 19 people were reported killed in the attack.
The UN Special Coordinator for the Middle East Peace Process Tor Vanesland said in a statement that the Israeli military targeted the command center of Hamas extremists in the humanitarian zone.
However, he noted that international humanitarian law must always prevail, including the distinction between civilians and combatants, principles of proportionality and precaution.
Also, the Special Coordinator warned that civilians should never be used as human shields. “Once again, these actions show that no place in Gaza is safe.”
He reiterated his call for all parties to immediately reach an agreement to end the war, which would ensure the release of all hostages in Gaza.
According to him, only through a political solution can steps be taken to end the occupation and implement a two-state solution, which will end the suffering of Israelis and Palestinians.
The UN convoy halted
Meanwhile, the UN Agency for Palestine Refugees (UNRWA) reported that the Israeli army held up a convoy for eight hours to deliver polio vaccine doses to children in the northern Gaza Strip. Although information about this campaign was given in advance.
UNRWA, the World Health Organization and the United Nations Children’s Fund launched a mass vaccination campaign to protect six million children in Gaza against the polio virus. The operation was launched after the virus was detected in some sewage samples in June.
After crossing a checkpoint in Wadi Gaza, the convoy was stopped at gunpoint and UN staff threatened with detention. There were also reports of damage to UN armored vehicles by bulldozers.
UN agency chief Philippe Lazzarini said all personnel and convoys had been released.
He stressed that UN staff must be allowed to carry out their duties in a safe environment and their protection must be ensured at all times in line with international humanitarian law.
Polio rescue operation continues
UNRWA said in a message on social media on Tuesday that despite convoy delays, its team had administered vaccine doses to thousands of children in northern Gaza.

Meanwhile, the World Health Organization (WHO) said the convoy that was delayed had two missions. One team was responsible for bringing fuel and vehicles for the third phase of the polio vaccine campaign, while another mission was trying to deliver fuel to Al-Shifa Hospital in Gaza.
It is the largest medical center in Gaza, and its emergency center reopened in September. It was claimed that the center was used for military purposes by Palestinian armed groups, after which it was severely damaged in an Israeli attack in November 2023.
UN health agency spokesman Tarek Yasarevich condemned the halting of the convoy and the lack of proper coordination. According to him, between September 7 and 10, the WHO team tried to reach Al-Shifa Hospital four times, but without success.
