New Delhi. The Central Government has agreed to restore the full statehood of Jammu and Kashmir. For this, a proposal will be brought in the winter session of Parliament starting in the last week of November. However, the status of Union Territory of Ladakh will remain intact. It is noteworthy that the newly appointed Chief Minister of Jammu and Kashmir Omar Abdullah had met Home Minister Amit Shah on October 23 and Prime Minister Narendra Modi on October 24. During this time he had requested for restoration of full statehood.
Omar Abdullah’s government had passed a proposal to restore full statehood to Jammu and Kashmir in the first cabinet meeting. This proposal was also approved by Lieutenant Governor Manoj Sinha on October 19. Omar Abdullah had come to Delhi with this proposal. Omar has received assurance of restoration of statehood this year. It is noteworthy that when Articles 370 and 35A were removed in 2019, Jammu Kashmir and Ladakh were created as two union territories. At that time itself, the government had assured to restore the status of a full state once the situation in the state becomes normal. BJP had repeated this in the assembly elections also.
To restore the full statehood of Jammu and Kashmir, a law will have to be passed in the Parliament to amend the Reorganization Act. For this, approval of new legal changes in Lok Sabha and Rajya Sabha will be necessary. After approval by Parliament it will be sent to the President. After their approval, a notification will be issued to restore the full statehood of Jammu and Kashmir. After restoration of full statehood, the responsibility of police and law and order will come to the state government. Along with this, the state government will also get the right to transfer and posting of land, revenue and administrative officers. Then the Governor will not interfere in running the government.
