About one million Afghan refugees from Pakistan voluntarily or forced

Since the start of this process in September 2023, a total of 9 lakh 17 thousand 189 Afghan citizens have left Pakistan to return home.

According to the UN Refugee Organization (UNHCR) and the International Migration Organization (IOM), a total of 8,212 Afghan citizens have returned from April 6 to 12 (2025). This number has returned to an average of 5 thousand 200 people per day.

April 10, 9 thousand 417 returned to Afghanistan, which was the most people who were left in Pakistan in one day.

Arrest, imprisonment and deportation

The Pakistani government instructed people who illegally lived in the country before November 7, 2012, and voluntarily left the country. Most of these people were Afghan citizens.

The limit was later extended four times, and the last deadline for Afghan citizens returned to the country was fixed on March 7 this year.

After the end of the deadline, the Pakistani government gave Afghan citizens 10 days to voluntarily leave the country, then their arrest and deportation began.

UNHCR and International Immigration Agency (IOM) reported that 11 thousand 293 Afghan citizens were arrested and detained from April 6 to 12 this month.

98 percent of these people were Afghanistan’s Citizens Card (ACC) holders.

Plan to evacuate 16 million Afghan people

The average daily number of returning to Afghanistan from the beginning of April (2021) was 5,3. About half of them were the ‘ACC’ card holders.

70 percent of people who returned to Afghanistan on April 6 had no documents, 26 percent of people had ‘ACC’ cards and 4 percent ‘registration proof’ (POR) card. UNHCR This card sends most people back home.

This month, those who left Pakistan were sent back to the border posts in Torakham, Ghulam Khan (Khyber Pakhtunkhwa) in Afghanistan, Chamn, Binni and Bahramacha (Balochistan).

About 1 million Afghan refugees have been announced at this (second) phase of the plan to bring foreign nationals illegally living in Pakistan.

IOM appealed that Afghan citizens should not be exempted until the situation is favorable for the safe, respectful and voluntary return of refugees.

June 30 (2025) Last Date

According to the Home Ministry of Pakistan, the Afghan ‘ACC’ does not get the benefit of the ‘Por’ card holding the card.

The country’s Foreign Ministry has said that Afghan has felt comfortable allowing citizens to stay in Pakistan, but this relaxation is not indefinitely.

According to the Foreign Ministry, the ‘ACC’ card is illegal for Afghan citizens to stay in the country after the end of March 7.

The country’s internal affairs ministry has said that Afghan citizens who have ‘Por’ cards are allowed to stay in the country by June 5, then they will also have to leave Pakistan.
