UN Chief Antonio Guterres said at an informal meeting recently in New York, “There is no place for the deadly autonomous weapons in our world.”
“The machine that has the ability to end human life without human control should be banned through international law.”
At these two -day meetings in New York, members of the member countries, academic experts and civil society were present, discussing the risk of human and human rights generated by these deadly weapons systems.
Views of the meeting: To create a foundation for the legal obligation agreement to control and ban the use of these deadly autonomous weapons.
Human control is important
Although there is no approved definition of the autonomous weapons system at the international level, these systems mean weapons like advanced drones that use their own target and usage energy, ie without human guidance.
In his message, the UN general secretary said in his message that any rules and controls, ie, the control and the use of these weapons, that is, the sanctions system should be accountable.
Antonio Gutresh said by these weapons, “Human control is necessary for the application of force. We cannot handle the life-death decision machine.”
There is considerable concern that the autonomous weapons system violates international human and human rights laws by removing people’s decisions from the war.
The major member of the United Nations called on the states to determine clear rules and control in this national system by 2026.
Binding contract
UN member states have considered control over the autonomous weapons system under the agreement on some traditional weapons (CCW). This agreement is related to weapons that can violate human law.
The ‘Future for Future’ adopted in September 2021 included the use of weapons technology continuously and then to avoid abuse of these weapons.
Twenty -five social organizations have formed a coalition called Stop Killer Robot, which also provided their views at the meeting held this week.
Nicole van Ruizen, executive director of this organization, told UN News that some big things Sens has begun to become campaign, which he gave a “great improvement”.
However, there are still differences in some other issues. For example, what is the characteristics of the autonomous weapons system and what will be meant to legalize “meaningful human control”.
Nicole van Ruizen said that the conversation so far is limited to consultation and has not yet reached the level of decisionful conversations. “It’s a problem.”
‘Time is going out of hand’
The UN general secretary has repeatedly called for the ban on autonomous weapons, saying that the fate of humanity cannot be released at “Black Boxes”.
However, more preparations have been noticed recently on the issue, which is partially due to artificial intelligence, algorithm and the rapid developer of the overall autonomous system in the end.
Nicole Ruizen said, “The more we wait, the higher our inaction will be” “
He also said that the development of the systems is becoming less expensive, which causes concerns about the spread of the weapons system on both the government and the non -government.
The general secretary underlined “instant requirements” in establishing control of the autonomous weapons system.
Antonio Gutresh said, “Preventive (resistance) is going out of the time.”
