UN High Commissioner for Human Rights Volker Turk, addressing ambassadors at the Security Council, said he was shocked by the scale and impact of attacks on pagers and wireless communication equipment in Lebanon. At least 37 people were killed in these attacks.
He said these attacks represent a new development in the weapons of war, where communication equipment becomes the weapon itself.
“This cannot be a new normal. There are specific rules of war for the parties in this war and in any armed conflict,” said Volker Turk.
He said targeting thousands of people without knowing who was around violates international human rights law and in some contexts even international humanitarian law.
