Speaking from the capital Damascus, he said the UN was in constant contact with the de facto authorities of the Hayat Tahrir al-Sham (HTS) organization – which is now in power in the country.
They are called upon to maintain law and order, promote inclusion and ensure that hospitals and other basic services are operational.
HTS has been designated a terrorist group by the Security Council.
Adam Abdelmoula said the UN negotiates with any entity that has territorial control over an area in need of humanitarian assistance to provide humanitarian assistance.
“When it comes to our humanitarian work, we follow the humanitarian principles of independence, impartiality and neutrality. And we follow the same rules around the world,” he said.
“That involves negotiating with our authorities to control the areas we need. And Syria should be no exception, no matter who is in charge there.”
He drew attention to the dire humanitarian situation in the country, where nearly 17 million people are in need of humanitarian assistance due to nearly 14 years of civil war.
The situation is very complicated
The situation has been further complicated by the influx of people fleeing recent intense fighting in neighboring Lebanon into Syria.
A large number of Syrian refugees living in Lebanon are now considering returning to their homes.
Adam Abdelmoula warned that if the humanitarian situation is not managed very carefully and adequately, it could create an environment of instability.
And it can also create an environment that terrorist elements and especially organizations like Daesh can take advantage of.
He said it was the first Friday since the fall of the Assad regime on Sunday, December 8, when many people were seen celebrating in the streets.
Meanwhile, after Friday prayers, the HTS leader called on all Syrians to come out and celebrate and then get active in nation building. But in this context, war is still going on in some parts of the country.
Fighting between the Syrian Democratic Forces (SDF) and the so-called Syrian National Army was reported to continue in the northeast.
Fighting is also ongoing between Hayat Tahrir al-Sham and the SDF in some areas around Deir ez-Zor. Clashes between the SDF and HTS are reported in the northwestern area.
The UN official expressed hope that with time these fights will stop and peace will return to these areas like other parts of the country.
