Haiti: Terrorism by criminal groups prevails, attempts to advance the political process

The Head of the United Nations Mission in Haiti (Binhu) said that the security situation in Haiti is extremely critical, violence is rekindling and civilians are suffering due to the activities of criminal groups.

Large-scale violence is now spreading beyond the capital Port-au-Prince, putting pressure on national security systems.

Referring to the dire humanitarian situation, he expressed outrage that 115 civilians were killed and many injured in an attack in the Arbonite area on October 3. Thousands of people have been forced to leave their homes after this attack.

Special Representative María Isabel Salvador told the delegations of member states that criminal groups are now also attacking by sea.

Strategies for political reform

He said the UN mission has developed a comprehensive strategy to support the Haitian citizen-led political process. This includes emphasis on inclusive dialogue, fresh elections, constitutional reforms and improved national security.

The Special Representative warned that there is currently a lack of unity in the political leadership and political tensions are being fueled at the highest levels.

In this context, the UN Mission strives to enhance cooperation among various factions to pave the way for necessary reforms and elections in the country.

Cycles of violence and displacement

The head of the United Nations Children’s Fund (UNICEF), Catherine Russell, said in her speech that the crisis in Haiti has deeply affected the local population, with children out of school and at risk of recruitment by armed groups.

He said it is extremely challenging to deliver humanitarian aid to the needy and children are somehow surviving on their own.

Despite ongoing difficulties, this year, UN agencies and partners have provided food, health care and other critical assistance to millions of people.

UNICEF called on the Security Council to help Haiti by ending the activities of major armed groups, funding humanitarian aid and ensuring the protection and assistance of humanitarian aid workers.
