Rosemary Dicarlo on Wednesday said of the latest situation in Libya that the Protection Council said that deep differences, economic defects, uninterrupted violations of human rights and in the country and outward competitive interests and out of the country are being destroyed and out of stability.
He warned, “Vibrant stability in Libya is in constant danger. The country leaders and security personnel are failing to keep their personal competition behind for political and personal benefits.”
Support the new UN messenger
Under General Secretary Rosemary Dicarlo, the UN Security Council members called for the newly appointed UN Special Representative to support Libya on behalf of Libya.
He said that the support for the new special messenger, “Libya to break the political turmoil, solve the country’s long -awaited crisis and to unite the country’s institutions and organize inclusive national elections, support the people there, support the people there, this support needs to work.” “
It is noteworthy that this North African country has been divided into two rivals for more than a decade, where the International IT Sarkar (GNU) is located in the north -west, while on the other hand the national stability government (GNS) is established on the east side of the country (GNS).
Historic Tihasik elections were held in Libya in December 2021, which was canceled. There is also a dispute over the qualification of the candidates for this suspension.
Advisory Committee Constitution
Rosemary Dicarlo emphasized on the immediate need for progress in Libya. He said that the United Nations was taking steps to restore a political process based on mission, unmarked, inclusion and national ownership policies.
Unsmil recently established an Advisory Committee that will submit the recommendation to solve the pending issue to prevent national elections.
The committee has 20 members, including legal and constitutional experts, and have more than one -third of women.
He emphasized that it was not a decision -making organization, but its proposals would support the effort to remove obstacles in the national election program.
Rosemary Dicarlo said, “Many Libya stakeholders, including political parties, social movements and women’s youth groups, have publicly welcomed the establishment of this committee as an opportunity to advance the political process.”
Difference and competition
Rosemary Dicarlo said that there is a difference between the country’s institutions and competition, control of political and economic scenes. On the structure of the integrated budget or agreed expenditure, no progress has been made despite the participation of Unsmill with all the relevant stakeholders.
“Libya’s central bank is trying to stabilize the country’s financial situation and enable transparent and equitable public expenses, which is important to pay attention to the issue,” he said.
National reunion
He said that politics and political differences are also obstructing the progress of national reunion.
In December 2021, Unsamil signed an agreement between the three major organizations in a draft law – the President’s Council, the Representative Council and the High Council of the country – –
However, the amendments obtained by the parliamentarians later expressed concern over the independence of the National Reunion Commission.
Rosemary Dicarlo said that a process led by the African Association agreed to reunite at the beginning of February (2025) through a process. The certificate was adopted at the African Union Summit on February 7, Ethiopia’s IDis Ababa.
He said, “Some Libya stakeholders support the certificate, while some stakeholders did not support it.”
He said that Unsmil was in talks with all the concerned parties.
The threat of security is intact
Meanwhile, the ongoing activities between different groups, threat to the subtle stability of the country.
Rosemary DiCarlo called on a complete and transparent investigation of the armed attack on the minister of the National UNITY KY Sarkar (GNU) in Tripoli on February 12.
