A new report of the UN Human Rights Monitoring Mission for Ukraine explains how these fire drones were noticed while on private vehicles or buses, on foot and bicycling.
According to the UN mission, most of the casualties of ordinary citizens (5 percent) have been reported as an attack on the Russian military in the Ukrainian -controlled region.
However, in the case of Russian prisoners, there is information about the attack on public transport and ambulance trains indicating clear.
Daniel Bull, head of the Human Rights Monitoring Mission in Ukraine, said that these drones are less severe than bombs shells or missiles, but they are seen as the most deadly weapon in Ukraine because of such attack opportunities and frequency.
Not obeying the rules of war
These drone attacks affect the daily activities of ordinary citizens. It was difficult for them to collect the product and the livelihood was also damaged. Due to the short distance drones, the already bad human situation in the country has reached further push.
The UN Mission says that most short -distance drones also have a camera, so that their operators can monitor their possible signs in real time.
However, the casualties of ordinary citizens in the drone attack show that they are not being used in accordance with the principles of international humanist laws, especially soldiers and ordinary citizens.
In some cases, drone operators deliberately targeted the establishment of ordinary people or citizens, which could be set up in the war crime section. Among them are employees and health workers associated with the medical transport service.
According to HRMMU Major Daniel Bull, it is clear that these weapons are not used in harmony with the rules of war.
Accountability request
According to data verified by the UN mission, in the last days of 2021 and in the first days of 2021, the number of citizens died in a short distance of the drone attacks.
It grew again in July 2024 and reached a record level on April 2025.
In May and June 2025, the process of casualties for ordinary citizens continued. A 65 -year -old driver died in a minibus in the Donitk region on June 27.
On May 22, a 3 -year -old woman died in the attack area. In this attack, the elements of the weapon were broken by drones in the Domnjila residential building.
The mission chief said that each of these cases should be investigated and the accountability of those responsible for the general citizens and humanitarian assistance workers should be decided.
