On August 1, the Constitution Bench of the Supreme Court had given its verdict on classification of Scheduled Castes in reservation. Soon after, Telangana Chief Minister Revanth Reddy had said that Telangana would be the first state to implement this decision. But three months have passed since then and the Reddy government has not taken any decision yet. Meanwhile, the Naib Singh Saini government of Haryana has ordered to implement the decision of the Supreme Court. The Congress-owned Karnataka government has also decided to implement the classification. This decision was taken in the cabinet meeting on 28 October but even there there is no consensus in the party.
The Siddaramaiah government of Karnataka has decided to form a one-member commission headed by a retired High Court judge, which will suggest how to implement this decision. Revanth Reddy government of Telangana has also postponed the matter by taking the same decision. The real reason being said is that strong Dalit leaders of Congress in both the states are not in favor of it. Congress leaders representing strong Dalit castes feel that they will suffer losses if the classification decision is implemented. On the other hand, Congress is not able to decide whether it wants to do politics of strong Dalit castes or to do politics of weaker castes of Dalit society. For example, BJP has decided in Haryana that it has to do politics of weaker Dalit castes which were deprived of the benefits of reservation. Congress is not able to take such a decision and hence is in a dilemma.
